Cabinet Gorge Dam Spillway Crest Modifications

Project Details

Max J. Kuney Co. served as the prime contractor for civil and structural modifications to multiple spillways at the Cabinet Gorge Hydroelectric Development, located on the Clark Fork River in northern Idaho. The project was completed for Avista Corporation as part of its continued investment in hydroelectric infrastructure and aquatic habitat stewardship.

The scope of work involved the selective demolition of reinforced concrete spillway elements and reconstruction to accommodate new roughness elements, a flip bucket, and a revised spillway profile. All construction activities were performed adjacent to sensitive waterways, requiring implementation of robust environmental controls, including sediment containment, water quality monitoring, and spill prevention measures.

Key components of the project included:
- Precision saw-cut and mechanical removal of existing spillway concrete.
- Cast-in-place and precast concrete installation, including post-tensioned anchor systems.
- Reinforcement installation and epoxy grout anchorage.
- Extensive concrete repair using polymer-modified mortars and epoxy crack injection systems.
- Coordination of temporary works, hoisting systems, and formwork in a constrained and elevated work environment.

Construction was completed during a single-season low-flow window between October and December 2012. Work was executed under strict quality control protocols and in close coordination with Avista’s engineering and environmental teams.
